One of the core functions of the Public Service Commission of Kenya as prescribed by the Constitution Section 107 of the laws of Kenya is Disciplinary control in the Civil Service and Local Authorities.
Disciplinary control in the Public Service is an inherent part of Human Resource Management which aims at correcting negative behaviour attitudes and performance with a view of enabling officers improve in the performance of their duties. The ultimate objective of disciplinary action is to create a motivated and dedicated staff that produces virtuous attitudes resulting in increased productivity and enhanced performance.
The Commission has delegated certain powers to Authorized Officers who are mainly responsible for handling discipline cases of Officers in Job groups A to L - for civil servants and salary scale 20 to 10 for Local Authorities. Job Group M and above for Civil Servants and salary scale 1 to 9 are handled by the Commission. However all appeals and application for reviews are usually forwarded to the Commission for deliberations and decisions.
The role of the discipline department is to process all disciplinary cases received in the Commission and table them before the discipline Board for recommendations and ultimately the Commission’s Main Board for decision making.
The department strives to ensure that Authorized Officers forward files, comments and all relevant documents in a timely manner to enable the Commission arrive at a fair and just decision.
