LADIES AND GENTLEMEN,

Your presence here today is indeed the strongest indication that the public service is committed to the establishment of a policy environment that is supportive to public sector efficiency and effectiveness for realization of Vision 2030 and the Universal Sustainable Development Goals.

Ladies and gentlemen,

In recognition of the scope of this mandate, the Constitution vests in the Commission the powers to delegate some of its functions to authorized officers the need for appropriate Policies and Guidelines is critical.

As part of the Commission’s commitment to a professional public service, that is guided by uniform norms and standards, we deem it necessary to incorporate the participation of county governments that are represented here today. Indeed, the invitation to county governments and state corporations is in furtherance of the Commission’s continued technical support in the configuration of Human Resource function across the public service.

The policies we are launching today are the culmination of a long policy development process by the Commission in consultation with our key Ministries, Departments and Agencies.

In recognition of the central role of the public service to the overall economic growth and development, the Commission has identified public sector productivity as the next frontier for policy intervention.

Ladies and Gentlemen,

The Policy on Human Resource development is not only central to the establishment of the requisite leadership capacity and capability in the service but also the improvement of skills and competencies of public officers.

As we release these policy documents to the service, it must be noted that the worth of the policies is in their implementation. The onus is therefore on the public service leadership gathered here today to ensure that these policies are implemented to the letter. Public Service Commission and the stakeholders will review the policies as need be.

Ladies and Gentlemen,

In this regard, the Commission will be glad to receive honest feedback from its policy partners across the service and promises to do everything in its constitutional and statutory powers to support the implementation process.

In this connection, the Commission is engaging the relevant state offices to fast-track the progression of the Pubic Service Commission Bill to Parliament.

Ladies and gentlemen,

In conclusion, I wish to remind each one of us that here lies a great opportunity for us Public Servants to contribute to a better Kenya (the Kenya we want). Kenya that values unity and advancement of quality of life for all Kenyans (what will Wanjiku say after 6 years of implementing the Constitution?) I thank all Public Servants who toil every day and night to provide services to citizens under difficult conditions. Public Service Commission appreciates you in a special way.It is for that reason that we are launching the policy documents to improve the work environment. Policies are your resources to help in decision making.I thank the Government for the support in terms of budgets, vision and giving us safe space for Public Servants.
