During this era of Public Service Reforms it is important to recognize and acknowledge the basic fact that the rationale for the existence of public service and the funding that goes with it is, indisputably, the provision of services to all Kenyans. From the time of independence to the present day, this country has witnessed a phenomenal increase in the demand for goods and services as the population has continued to rise.
The challenge in this regard has been and still remains the quality of services delivered and the promptness with which they are delivered.
